When I was just browsing Facebook on my mobile phone using chrome, Facebook asked me to send a friend request who are not on Facebook saying 'Add friends who aren't on Facebook yet'. Yes, you heard it right you can see the screenshot below:

First when you install Facebook or Messenger or WhatsApp app it asks you for permissions. In that permissions, you allow Facebook to read your contacts. I think Facebook stores your phone book numbers on their servers.
